修辞学关注修辞者的修辞行为是否具有说服力?如何影响受众的思想和行动?修辞批评就是系统分析这些修辞行为、分析修辞者说服别人或诱使他人采取行动的修辞过程,从而挖掘修辞者的修辞动机和修辞目的。修辞者的修辞行为可分为言语行为与非言语行为。对于一个城市来说,其修辞行为与发展二者有机结合,不可分割。修辞行为的内容、形式、过程等,可以影响、决定城市发展的方向、策略,甚至成败。福州这一美丽的文化古城正处于“海西”发展的关键时期,以其悠久的历史、深厚的文化底蕴吸引着国内外的目光。从西方修辞的角度探索福州城市发展的修辞行为具有独特的理论价值和实践意义。
