在我国许多有关科技情报工作的文件和论述中,都说“科技情报工作是科技工作的重要组成部分”,“是调查研究国内外科学技术发展动向和赶超世界先进水平的侦察兵”,“是科技人员和领导的耳目和参谋”,“起着传播知识,开阔眼界,提供情况,启发思路的作用”……等等。这些提法,可以说是我国在50-60年代产生的。当时对情报工作本身的研究,还处在初级阶段。这些提法不能完全说明科技情报工作在我国现代化中的地位和作用。
In many documents and expositions on science and technology intelligence work in our country, they all say that “science and technology intelligence work is an important part of science and technology work,” “scouts are investigating the development trends of science and technology both at home and abroad and surpassing advanced world standards,” and “ Is the ears and staff of scientific and technical personnel and leaders ”,“ plays the role of spreading knowledge, broadening horizons, providing information and inspiring ideas ”... and so on. These expressions can be said that our country was born in the 1950s and 1960s. At that time, the research on intelligence itself was still in its infancy. These formulations can not fully explain the status and role of scientific and technological intelligence work in the modernization of our country.
