2006年3月29日,时任湖南桂阳县委书记的吴章钧在自己的住所被劫遇刺。事后官方发布的消息称,3名男子在对吴章钧的住所进行了约20天的踩点后,试图抢劫财物时被发现,刺伤了吴章钧。正是这一年,李向阳从郴州市旅游外事侨务局局长位置调任桂阳县县长。2007年3月,李向阳任县委书记。李向阳在接受媒体采访时曾回忆,在刚到桂阳上任时,有人建议他晚上最好不要出门,住宿也最好住在部队里。而李向阳认为,“县领导连门都不敢出,那还了得!”
