广河县南山乡黄家沟村过去一直是该乡出了名的落后村。但是近年来,在“三个代表”思想指引下,在乡村干部的共同努力下,经济发展有了显著变化,一跃成为全乡的领头雁。最近,利用下乡开展帮扶工作的机会,我特意对这个乡黄家沟村的经济社会发展现状和存在的问题进行了一次深入细致的调查了解,并从中引发了一些对发展干旱山区经济的思考。一、基本情况南山乡地处县境兰郎公路南部干旱山区,山大沟深,交通不便,信息闭塞,十年九旱。年降雨量不足200毫米,经济以单一农业经济为主。黄家沟村位于南山乡最西端,是个回族、东乡族聚居的纯少数民族村。全村共有10个社231户,1110人,其中劳力445人,占总人口的40%。总耕地面积1317亩,人均1.18亩。2001年全村总收入达86.8万元,人均收入782.9元,位居全乡首位。

The annual rainfall is less than 200 millimeters and the economy is dominated by a single agricultural economy. Huangjiagou Village is located in the westernmost tip of Nanshan Township. It is a pure minority village where Hui people and Dongxiang people live together. The village a total of 10 agencies 231 households, 1110 people, of which 445 labor force, accounting for 40% of the total population.
