国家自然科学基金委员会各学科主任处于科学基金管理的一线岗位,对本学科各类申请项目的受理、评审和立项项目的管理工作进行着具体的实施,因此从管理工作的角度,对本学科的发展负有更直接的责任。工作中,由于学科主任责任心或专业水平或管理能力的差别,可以产生完全不同的效果。他既可以敏锐的观察促使处于萌芽中的学术苗头尽快成长,而变成重大科研成果,也可因工作的疏忽、知识的贪乏,而使其自生自灭;既可以出色的工作促使学科更快地发展并推动新领域的产生,也可因水平所限,无意中对学科发展起到某种抑制作用,阻滞学科发展。因此培养和造就一批称职的学科主任,发挥好学科主任岗位的作用,应是基金管理工作中需要探讨的课题之一。本文拟就此谈几点浅见。
