创新是现代经济的生命力,当然创新的核心是人才,新经济的发展说明人类已进入一个以人为本的新时代,人才是创新的根本,是新经济的最重要的资源。人才对经济社会发展所起的巨大作用是以往任何时代无法比拟的。 资源作为经济的根本来源,从来就是各国争夺的焦点。农业社会主要是争夺土地、占领地盘。工业经济时代初期,人们主要是争夺自然资源,划分势力范围,抢占殖民地。在工业经济向知识经济过渡的历史阶段,人们主要是抢夺创新人才。随着知识经济的发展,对创新人才的争夺越来越激烈,争夺手段越来越隐蔽。
Innovation is the vitality of modern economy. Of course, the core of innovation is talent. The development of the new economy shows that mankind has entered a new era of people-centeredness. Talent is the foundation of innovation and the most important resource of the new economy. The tremendous effect of talent on economic and social development is unmatched by any previous era. As the fundamental source of the economy, resources have always been the focus of competition among nations. The agricultural society mainly competes for land and occupation of land. In the early days of the industrial economy, people mainly competed for natural resources, divided their spheres of influence, and seized the colonies. In the historical phase of the transition from an industrial economy to a knowledge-based economy, people mainly robbed innovative talents. With the development of the knowledge economy, the competition for innovative talents has become increasingly fierce and the means of competition have become more and more hidden.
