本文针对在铁路建设项目中存在的预算软约束问题,分别从产权层次和激励层次进行探讨。铁道部应该成立独立运作的投资公司进行项目投资管理。对于公益性和竞争性项目采取区别对待的措施,提出公益性项目应着重解决激励弱化,竞争性项目应通过投资多元化来减轻预算软约束的问题。
This article aims at the problems of soft budget constraint existing in railway construction projects, and discusses the relationship between property rights and incentive levels respectively. The Ministry of Railways should set up an independent investment company to conduct project investment management. For the public welfare and competitive projects to take measures to differentiate, proposed that public welfare projects should focus on addressing weak incentives, competitive projects should diversify through investment to reduce the soft budget constraints.
