一、制订科学的、可行的卫生人力规划卫生人力规划要根据卫生目标、卫生要求、卫生投资、卫生政策等方面因素来考虑;卫生需求又由居民消费水平、居民健康意识、居民人口密度、卫生服务半径以及所需解决的卫生问题来决定。以前我国对卫生人力需求常用人口比例法,这是一种简便的方法,但不够全面。卫生人力规划是卫生人力资源筹集、利用的很重要的环节,能够使卫生人力的使用部门、生产部门(教育)及管理部门(人事)很好地结合起来,用经济、有效的办法来筹集卫生人力。二、要根据卫生人力规划的要求培养人才 1.要根据卫生规划所需卫生人力的工作岗位、承担的任务、将来的工作环境及工作条件有目标地制订培养目标。对我国来讲,应该是多层次、多规格,并具有地方性和实用性。根据不同
