十八大以来,国家加大了“人才兴国”战略的实施力度,我国作为世界第一的人力资源大国,除要加强企业人力资源的管理外,还要大力转变基层党政机关的人力资源管理理念落后,改变基层党政机关人力资源管理观念落后、管理机制不健全、激励制度缺活力、资源配置欠优化等一系列问题。结合基层党政机关人力资源管理的特点和企业及国外人力资源管理的先进经验,推动基层党政机关人事管理体制及模式的改革创新,提升办事效率、增强公信力。
Since the 18th CPC National Congress, the state has stepped up its implementation of the strategy of “rejuvenating the nation by talents.” As the largest human resource country in the world, China needs to make great efforts to transform the human resources of the Party and government organs at the grassroots level, in addition to stepping up its management of human resources. The concept of resource management lags behind and changes a series of issues such as the concept of backwardness of human resources management in the Party and government organs at the grassroots level, the imperfect management mechanism, the lack of incentive system and the optimization of resource allocation. Combining the characteristics of human resource management at the grass-roots party and government organs and the advanced experience of enterprises and human resources management in other countries, it is necessary to promote the reform and innovation of personnel management systems and models at the grass-roots party and government organs so as to enhance efficiency and increase credibility.
