事由:为贯澈执行中央政务院严禁鸦片烟毒的命令,特发布指示,希遵照由。西北五省人民政府西安市人民政府:为贯澈执行中央人民政府政务院严禁鸦片烟毒的通令,特作如下指示:一、各地应根据中央人民政府政务院六月十日的禁烟指示,按照当地实际情形,制定禁种、禁吸、禁止买卖烟土具体实施办法,在种烟及吸食鸦片的人比较多的地区,并应在人民代表会议讨论禁烟办法,以资广泛进行宣传人民政府禁烟政策,提高人民觉悟,认识鸦片危害,必须争取做到今冬明春不再种烟。对吸食鸦片者,应采取教育办法,有步骤地分期帮助其戒吸断瘾。对于鸦片商贩及偷设的烟馆,应严加查缉并予惩办。
