对党员干部的理论教育是提高党员干部素质的重要途径.随着改革开放的深入和社会主义市场经济体制的逐步建立,有关理论教育的思想、原则、方法有些仍然适用,有些可以借鉴,有些已经过时了.因为新形势对党员干部的理论教育提出了新要求.第一,新形势要求培训的着眼点要高.当前,我们正经历着深刻的历史转变,从封闭转到开放,从固守成规转到加快改革.这就要求我们的党员和干部必须尽快适应这种转变,具有开拓的精神,创新的意识.因为,人们的理论素质、文化素质、心理素质、思想素质、道德素质如何,在一定程度上影响着、左右着人们的行为和活动.“党在理论上的提高,是党的领导的正确性、科学性的根本保证.一个缺乏马克思主义理论素养,不善于运用正确的立场、观点、方法分析和解决问题的共产党员,不可能发挥应有的作用,更不可能成为党的合格的领导干部.”中央领导同志多次提醒和要求全党同志,在繁忙的工作中要加强马克思主义的理论学习,以免在复杂的情况下迷失方向.在我国这样一个经济文化落后的大国搞现代化建设,没有现成的经验可以参考,没有现成的模式可资借鉴,开拓这一伟大的事业,要求全体党员和干部必须彻底摆脱旧的观念和主观偏面的束缚.
