人们常说,农村工作有三难,一是计划生育难,二是粮食入库难,三是水取“三提五统”难。笔者则认为农业水费征收是难上加难。就拿邕宁县来说,计划生育年年达标,粮食入库是年年收一斤不少,“三提五统”是年年缴一分不少,而农业水费每年征收任务为3000多万元,仅完成30%～40%,该县从1990年至今已累计拖欠水电费1000多万元,致使部分水利工程单位不仅发不起工资,而且负债经营。无法维护正常的生产、
