全面地历史地认识和对待宗教的社会作用,是正确对待和处理宗教与社会主义社会关系的基本问题之一。中国共产党三代中央领导集体和以胡锦涛同志为总书记的党中央,在继承马克思主义宗教社会作用论的基础上,结合中国国情尤其是社会主义初级阶段中国宗教现状,鲜明地提出宗教社会作用两重性理论。在此基础上提出宗教工作的主要任务是发挥积极因素,抑制消极因素,积极引导宗教与社会主义社会相适应,促进宗教关系和谐。
