Working hours are the units for industrial companies to calculate labor time. Its meaning has two aspects: First, it refers to how much work should be completed in an hour, and second, the cost required to complete the workload for each hour. Marx once pointed out: “Everything saved, in the final analysis, comes down to the saving of time.” (Vol. 46, Vol. 46, Vol.64, Vol. 1, p. 120). If the enterprise’s labor consumption exceeds the socially necessary labor time, or if the company’s working hours cost exceeds the general social standards, the income derived from the sale of goods will not be able to compensate for the consumption, and the enterprise will not be able to maintain simple reproduction and may even fall into bankruptcy. Therefore, man-hour management is the foothold for the production management of enterprises. Otherwise, any slogans that are loudly shouted and well-prepared measures will not inspire people to work hard with the attitude of their masters and produce more in a specified time.
