2015年上半年上海区县经济整体形势稳中有进,好于预期;财政收入稳定增长,消费市场保持平稳;投资增长较快,新设企业量质齐升;结构调整效应进一步显现,服务经济和新兴产业成为经济增长的主要支撑;改革创新动力增强,政策机遇叠加,发展亮点不断涌现。但也要看到,区县经济创新转型增长的动力尚不稳固,制造业下滑趋势仍未扭转,需要进一步释放改革红利,强化内生发展动力,夯实下半年区县经济运行的基础。
In the first half of 2015, the overall economic situation in Shanghai’s districts and counties steadily progressed, which was better than expected. The fiscal revenue grew steadily and the consumer market remained stable. The rapid growth in investment and the new quality of the newly established enterprises rose. The structural adjustment effect further emerged and the service economy And emerging industries have become the main support for economic growth; the drive for reform and innovation has been strengthened; the policy opportunities have been superimposed and the development highlights have been emerging. However, we should also see that the driving force behind economic innovation and transformation growth in the districts and counties is not yet stable. The downward trend in the manufacturing industry has not yet reversed. It is necessary to further release the dividend for reform and reinforce the impetus for endogenous development and lay a solid foundation for the economic operation of districts and counties in the second half of the year.
