黑龙江省碾子山劳动教养所的在教人员中,文盲、半文盲点60%。这个所从1990年开办扫盲班和巩固扫盲成果的小学班,到目前为止已有150人脱盲。在扫盲中,针对劳教人员开始学习主动意识差的情况,所里组织学习认真,成绩突出的学员谈体会;针对学员多来自全国各地,很多人方言较重,不适应普通话教学的实际,组织学员先学习汉语拼音,推广普通话;针对党员接受能力有快有慢的情况,组织学员编成学习小组,每15名学员为一组,指定一名管教干部兼辅导
