坚持实行土地公有制度,对于中国这样一个人均占地资源极为有限的发展中的农业大国来说,是符合国情,并有利于经济长期发展和稳定的。但是应当看到,仅仅实行土地公有制,并不能保证土地的合理使用和有效配置,必须有与之相适应的、符合商品经济发展的土地产权制度,才能保证土地的合理使用和资源的有效配置。因此,我们必须在坚持土地公有制的基础上探索和研究土地制度的深层结构和关系,揭示土地制度与经济发展的本质的、必然的联系。
To insist on the implementation of the public ownership of land will be in line with the national conditions and conducive to long-term economic development and stability for a big developing country such as China, where resources per capita is extremely limited. However, it should be noted that the mere implementation of public ownership of land can not guarantee the rational use and effective allocation of land. It is necessary to have an appropriate system of land property that meets the needs of the development of the commodity economy so as to ensure the rational use of land and the effective allocation of resources. Therefore, we must explore and study the deep structure and relationship of the land system on the basis of upholding the public ownership of land, and reveal the essential and necessary relationship between the land system and economic development.
