新形势下,提高贯彻落实民主集中制质量,必须把问题当作工作导向,坚持把方向抓大事,着力解决议事决策“大小不分、偏向跑题”的问题;坚持讲平等集众智,着力解决发扬民主“论职定言、堵塞言路”的问题;坚持明责权强监督,着力解决执行决议“思路混沌、给力不足”的问题。
