第一条本辦法根据中国人民政治協商會议共同綱領第五條及第七條的規定制定之。第二条凡社会团体均应依照本办法的規定向人民政府申請登记,但下列各团体不在本辦法規定登記範圍之內: (1)参加中國人民政治協商會議的各民主黨派和人民团体; (2)中央人民政府另有法令規定的團体; (3)机关、學校、團體、部隊內部經其負責人許可组织的团體。第三條社會团體包括下列各項範圍: (1)人民羣眾团體; (2)社會公益团體; (3)文藝工作团体;
Article 1 These Procedures are formulated in accordance with the provisions of Article 5 and Article 7 of the Common Program of the CPPCC. Article 2 All social groups shall apply for registration with the people’s government in accordance with the provisions of the present Measures, but the following groups are excluded from the scope of the registration as stipulated in the present Measures: (1) Participate in the democratic parties and people’s organizations of the Chinese People’s Political Consultative Conference; 2) The Central People’s Government is governed by other laws and regulations; and (3) Organizations within the organs, schools, groups and forces authorized by their responsible persons. Article 3 The social organizations include the following items: (1) mass organizations; (2) social welfare organizations; (3) literary and art work organizations;
