The 14th CPC National Congress put forward the historic task of “accelerating the pace of reform, opening up and modernization and seizing more victories in the cause of socialism with Chinese characteristics.” Shortly after the 14th CPC National Congress, the CPC Central Committee and the State Council promulgated the “Outline for Education Reform and Development in China” (the “Outline” for short). Guided by the theory of building socialism with Chinese characteristics, the “Outline” has laid down the major guiding principles, objectives and tasks of our education work in the 1990s and early next century.
