1945年日本投降后,美国国务院暨陆海军部共同制定了《美国对日投降后各项初步政策》分发各同盟国,该政策从维护美国长期利益的角度出发,对战后日本的军事、政治和经济等方面的占领目标和处置方式作出了具体规定。在蒋介石的要求下,国民政府外交部将其全文翻译,并几经易稿撰写了《对<美国对日投降后各项初步政策>之意见书》,对美国的占领目标和各项占领政策进行了分析评论,敏锐地指出了该项政策所反映的美苏分歧。本件史料对战后美国占领政策和东亚国际关系的演变具有一定的研究意义。
