文章认为,国有大中型企业活力不足,主要表现为缺乏市场应变力、技术开发力和内在凝聚力。缺乏活力的政策原因,一是经济政策缺乏稳定性和连续性,二是政策本身不够衔接和配套,三是经济政策传导机制受阻。解决这一问题,必须以企业为基点,积极转变政府职能;必须制定科学的企业政策,同时健全监督体系,保障政策的贯彻执行。
The article argues that state-owned large and medium-sized enterprises lack vitality, mainly manifested in the lack of market resilience, technological development and internal cohesion. Lack of vitality of the policy reasons, one is the lack of stability and continuity of economic policies, and second, the policy itself is not enough convergence and support, and third, blocked the transmission of economic policy. To solve this problem, we must take enterprises as the starting point and actively transform government functions. We must formulate a scientific enterprise policy and at the same time improve the supervision system to ensure the implementation of the policies.
