新《安全生产法》(以下简称:新安法)已颁布实施,如何使新安法尽早收到成效?宣贯工作是当务之急。笔者认为应从五类对象着手,确立不同宣贯内容和重点,采取不同宣贯方式,因地制宜,有的放矢,切实做到学法、知法、守法、用法。对生产经营单位的宣贯生产经营单位是安全生产的首要责任主体,新安法的宣贯首先要针对其进行。一方面要让其知晓应履行义务的十项新规定:推进安全生产标准化建设;提取和使用安全生产费用;主要负责人对组织制定并实施本单位
How to make Xin’an Law come into effect as soon as possible after the new “Production Safety Law” (hereinafter referred to as “Xin Anfa”) has been promulgated and implemented? Propaganda is a top priority. I believe that we should start from five categories of objects, establish different content and focus of publicizing, adopt different ways of publicizing, suit one’s measures to local conditions, aim at one’s own direction, and practically learn, know, observe and abide by the law. The procuratorial unit of production and business operation is the primary responsibility of safety production, and the publicity of Xinanfa must first be targeted at it. On the one hand, it should be made aware of ten new rules that should be fulfilled: to promote the standardization of safe production; to extract and use safe production expenses; to charge the chief responsible person to formulate and implement this unit
