财政作为国家宏观调控和政府履行职能的重要物质基础、政策手段和体制条件,在推动顺利实现“十一五”规划目标中使命光荣,责任重大。按照国务院2004年提出用10年左右时间建设法制政府的目标,财政部党组提出了建设法冶财政的要求。在当前新形势下,依法行政、依法理财成为依法治国的具体体现,“十一五”时期,财政部门将高举依法理财的大旗,使之成为当前财政工作的最强音。
As an important material basis, policy measure and system condition for the state macro-control and the government to perform its functions, finance plays an important role in promoting the smooth realization of the 11th Five-Year Plan. According to the State Council’s goal of building a government under the rule of law in about 10 years in 2004, the party group of the Ministry of Finance proposed the requirements for building a law finance. Under the current new situation, administration by law and financial management by law have become the concrete manifestation of governing the country according to law. During the 11th Five-Year Plan, the finance department will hold high the banner of managing wealth according to law and make it the strongest voice in the current fiscal work.
