中共重庆市委研究室承担着服务市委决策的重要职能,同时也具有服务、指导全市各区县党委研究室工作的职责。近些年来,市委研究室与各区县委研究室建立了一种侧重实践操作、传帮带相互提高的业务学习交流机制,区县委研究室选派部分干部不定期到市委研究室学习培训,参与重要资料收集、专题调查研究、重要文稿起草等日常工作,取得了很好的效果。这种业务交流学习培训使参训干部熟悉了党委政策研究工作的基本方法和工作流程,近距离认识领会市委工作精神,思想政治素质得到提高,调研能力、文字能力进一步增强,同时加强了市委研究室与各区县调研机构之间的联系,推动了全市党委系统调研工作。这种作法得到市委领导的肯定和各区县党委研究室的欢迎。下面是中共石柱县委研究室干部刘小平同志在市委研究室学习培训后所写的体会文章。
