全国人民代表大会常务委员会:我受国务院委托,向全国人大常委会报告近年来加快少数民族和民族地区经济社会发展工作情况,请予审议。一、始终站在全局和战略高度,不断采取有力措施,大力促进少数民族和民族地区加快发展我国是统一的多民族国家,少数民族人口一亿多,民族自治地方占国土总面积的64%,西部和边疆绝大多数地区都是少数民族聚居区。这一基本国情决定了少数民族和民族地区的发展在我国经济社会发展全局中占有极其重要的地位。

First, always standing on the overall situation and strategic level, we must continue to take effective measures to vigorously promote the acceleration of the development of our ethnic and ethnic minorities in our country as a unified multi-ethnic country with a population of over one hundred million and ethnic autonomous areas accounting for 64% of the total territory. The vast majority of the western and frontier areas are concentrated areas for ethnic minorities. This basic national situation determines that the development of ethnic minorities and ethnic regions occupy an extremely important position in the overall economic and social development of our country.
