教育部1983年8月《关于进一步提高普通中学教育质量的几点意见》中,要求“切实重视办好初中”。文件指出:“目前初中教育是个薄弱环节,必须重视和大力加强”,“要从初一起始年级抓起,抓好起始科,特别应下大力量打好语文、数学的基础”。我们高兴地看到,广大教育工作者,已经或正在把这项工作重视起来,把办好教育的注意力集中到全面贯彻党的教育方针,大面积提高教育质量上来,并取得了一些成果。下面刊登的福建省漳州一中和河北省张家口市教育局一些同志的做法以及他们注意研究的问题,值得借鉴。需要指出的是,片面追求升学率的沉重包袱依然压在一些同志的背上,压得喘不过气来。在他们那里,毕业班、高中班的工作是重点中的重点,甚至“牺牲一切保重点”。这种做法危害很大,影响学生德、智、体全面、健康的发展,忽视对大多数学生的培养教育,误了他们的青春时光。因此,学校在安排工作计划时,要注意认真考虑这个问题。

The following published Zhangzhou in Fujian Province and Zhangjiakou City, Hebei Province, a number of Board of Education practices and their attention to the issue of research, it is worth learning. What needs to be pointed out is that the heavy burden of one-sided pursuit of further education is still on the backs of some comrades and the pressure can not be overstated. In them, graduation classes, high school classes work is the focus of the focus, or even “sacrifice all emphasis.” This practice is very harmful and affects the students’ moral, intellectual and physical development in a comprehensive and healthy way. It neglects the cultivation and education of most students and mistakes their youth. Therefore, schools should pay careful attention to this issue when planning their work plans.
