近期,鼓励和引导民间资本政策陆续出台,多个领域为民间资本进入打开大门。出台了落实国务院关于鼓励引导民间投资的“新36条”具有可操作性的实施细则。“新36条”实施细则就民间资本进入垄断领域和战略性新兴产业作了较为详细的规定,特别是在拓宽民间资本的投资领域、投资渠道和投资方式等方面都有较大的突破和新意。各部委纷纷出台相关政策,6月底发布的《科技部关于进一步鼓励和引导民间资本进入科技创新领域的意见》提出,要进一步鼓励和引导民间资本进入科技创新领域,提升民营企业技术创新能力,促进民间投资和民营企业健康发展。
