政府雇员制是我国一些地方政府自发尝试的一种引入市场化、契约化理念的新的人事制度。我国学者对这一制度的研究正在不断细化,但至今还没有被系统梳理过,本文尝试从政府雇员制的利弊、政府雇员制与公务员制的比较、政府雇员制的实践状况、国外政府雇员制的介绍以及政府雇员属性五个方面对理论界各方观点作一回顾和评述,理清我国政府雇员制的研究纹路。
The government employee system is a new personnel system introduced by some local governments in our country to marketization and contractualization. The study of this system by our country scholars is being refined continuously, but it has not been systematically sorted out so far. This paper tries to compare the pros and cons of the government employee system, the comparison between the government employee system and the civil service system, the practice status of the government employee system, The introduction of system and the attributes of government employees, this paper reviews and comments on the views of all parties in the theory circle and clarifies the research patterns of the government employee system in our country.
