哈佛大学Matt Andrews教授的新书《发展进程中制度改革的局限》(the limits of institutional reform in development~①)于2013年2月由剑桥大学出版社出版。此书专注于回答这样一个问题:为什么发展中国家的制度(主要指行政领域)改革往往遭遇失败。该书主要通过制度主义的理论视角,综合运用大量数据和案例对此问题进行讨论。本书的作者长期从事各国(尤其是发展中国家)的制度改革研究,其在此书的一些新的思考与分析视角可以说为理解这一领域提供了一些有益的启示。伦敦政治经济学院书评将其评论为“制度改革领域的重要文献与必读书”~②。本书的核心观点是发展中国家制度机构改革的失败很大程度上源自其将改革视
The new book by Professor Matt Andrews at Harvard University, “the limits of institutional reform in development ~ 1,” was published by Cambridge University Press in February 2013. The book focuses on answering the question of why reforms in developing country systems, mostly in the area of administration, often fail. The book mainly through the theoretical perspective of institutionalism, the comprehensive use of large amounts of data and cases to discuss this issue. The author of this book has been engaged in the research of institutional reform in all countries, especially in developing countries for a long period of time. Some new insights and analysis in this book provide some helpful insights into understanding this field. The London School of Economics and Political Science Book Review comments it as “an important document in the field of institutional reform and must-read book”. The core point of this book is that the failure of the institutional reform in developing countries stems largely from its failure to reform
