近年来,随着知识经济的兴起,欧洲联盟加紧努力,采取了一系列措施调整科技发展战略,增加科技投入,努力促进科技产业化,以迎接知识经济时代的到来。 1995年3月初,欧盟主持召开了西方七国集团信息社会部长级会议,提出要建立“全球信息社会”。为此,欧盟计划在今后10年中投资2000亿埃居(即欧洲货币单位,1埃居约合1.1美元),用于发展欧洲的“信息高速公路”。欧盟目前正在酝酿制订第五个“科技发展与研究框架规划”(1999年~2002年),把生命科学和生态系统、信息技术以及可持续发展定为未来的三个科研重点。该规划提出的总预算为163亿埃居,比第四个科研框架规划增加了百分之二十以上。 实际上,早在1985年,欧盟就在法国的倡议下已提出了旨在通过加强企业和研究机构在高技术领域的合作、增强欧洲各国生产能力和竞争能力的“尤里卡”计划。虽然当时尚未出现“知识经济”的概念,但是现在来看这不失为一项颇具“先见之明”之举。目前,参与这一计划的有二十多个国家的公司达2300家,科研及其他机构1000家。到1996年6月底,在“尤里卡”计划范围内已完成的科研项目达360个,正在实施的科研项目有718个。
In recent years, with the rise of the knowledge-based economy, the European Union has stepped up its efforts and adopted a series of measures to adjust the strategy of science and technology development, increase investment in science and technology, and strive to promote the industrialization of science and technology so as to welcome the era of knowledge-based economy. In early March 1995, the EU presided over a ministerial-level information society meeting of the Group of Seven in the West and proposed the establishment of a “global information society.” To this end, the European Union plans to invest 200 billion ECUs (ie, the ECU in the amount of 1 ECU) for the next 10 years to develop the “information superhighway” in Europe. The EU is currently preparing and formulating the fifth “Scientific and Technological Development and Research Framework Program” (1999-2002), focusing on three research priorities for life sciences and ecosystems, information technology and sustainable development as the future. The total budget proposed by the plan is 16.3 billion ECUs, an increase of more than 20% from the fourth scientific research framework. In fact, as early as 1985, the European Union, at the initiative of France, has proposed the “Eureka” plan aimed at strengthening the productive capacity and competitiveness of European countries by strengthening the cooperation between enterprises and research institutes in high-tech fields. Although the concept of “knowledge-based economy” has not yet appeared, it is quite a foregone conclusion for now. At present, there are 2,300 companies in more than 20 countries and 1,000 in scientific research and other institutions participating in this program. As of the end of June 1996, 360 research projects have been completed within the framework of the “Eureka” plan, and 718 scientific research projects are being implemented.
