“经济与金融息息相关”，在转轨经济中二者关系较任何时期更为密切，高效合理的金融政策始终 是国有经济战略性重组乃至整体经济改革的最重要支撑。当前，国有经济战略性重组对金融政策的 要求或金融内涵主要体现在三个方面：（１）改革以后国有和非国有企业的融资安排问题。
