六届人大二次会议上,紫阳同志在谈到国际上一场新的技术革命时着重指明了我们的对策.这就是:“要从我国实际情况出发,正确制定我们的技术发展战略,….要采取统一领导、全面部署、组织协调、密切合作的方法,….新技术的运用,要着眼于我国现有行业和企业的改造,使它们较快地转到现代化技术和现代化管理的基础上来.”总理这段话包含着四层意思:1.立即围绕新技术革命制定正确的技术发展战略规划;2.规划必须顺应国情和省情,因地制宜,既不可固步自封,又不能盲目冒进;3.要立足在发挥内涵效益上,要以改造
