JPOTS是由UNESCO、ICES、SCOR和IAPSO联合委任的,它根据1961年哥本哈根第49次会议通过的决议从1962年开始工作。在决议中写道“……由于采用电导率方法确定盐度,委员会向UNESCO提出下列建议: 1)重新审定现有的海水状态方程,尤其是审定现有的氯度、盐度、密度、电导率和折射率等性质和它们之间的相互关系;研究是否需要重新定义这些性质;对今后必须进行的研究提出建议。
JPOTS was jointly appointed by UNESCO, ICES, SCOR and IAPSO and has been working since 1962 on the basis of a resolution passed at the 49th meeting in Copenhagen in 1961. In the resolution, "... ... as a result of the conductivity determination of salinity, the Commission made the following recommendations to UNESCO: 1) Re-validate the existing equation of state of the sea, in particular the validation of existing chlorinity, salinity, density, conductance Rate and index of refraction and other properties and the interrelationships between them; whether the research needs to redefine these properties; and make recommendations for future research that is necessary.
