预案是随着管理工作的科学化、现代化进程而出现的一个新文种。现代市场经济体制下的管理较之传统计划经济体制下的管理其系统和结构更为庞大和复杂,因而对实现工作目标的具体设计的要求也更高:必须做到详尽、具体、科学,尽量避免疏漏,以确保原定目标的实现和任务的完成。因此,传统的“计划”和“安排”已不能适应新的管理实践的要求。凡事预则立,倘若在工作开展之前制订出详尽的预案,明确有关单位和人员的权责,工作开展起来就会井井有条,领导对工作的督促检查也会更有力,工作任务也就更容易落实。下面仅就预案的特点和写作谈谈个人的看法。
