Energy is an important material basis for the development of the national economy and the improvement of people’s lives. During the “6th and 5th” and “July 5th” periods, the energy industry in our province grew steadily, and energy efficiency continued to increase, but energy supply and demand remained tight. In the past 10 years, our province has used energy conservation to increase production, seek efficiency, and play a role in ensuring the development of the national economy. According to calculations, in the 20 years before 1979, the elasticity coefficient of energy consumption in our province averaged one, and in the ten years from 1979 to 1989, the total output value of the province’s industrial and agricultural output was flat.
