我国基础设施领域制定的第一项《水利产业政策》正式颁布实行。据国家计委在近日举行的水利产业政策新闻发布会上介绍,国务院最近已发出通知,同意国家计委同水利部等有关部门制定的《水利产业政策》,印发全国各地区、各部门遵照执行。这项正式公布的《水利产业政策》针对水利的突出问题,提出了解决的办法和政策。内容共分5章35条。第一章提出了这项产业政策所要达到的三个目标。一是明确项目性质,理顺投资渠道,扩大资金来源。二是合理确定价格,规范各项收费,推进水利产业化。三是促进节约用水,保护水资源,实现可持续发展。使我国防洪抗灾能力明显提高,供水矛盾有效缓解。第二章是关于项目分类和筹措资金。根据水利产业自身的特点,将水利项目划分为以社会效益为主的甲类
