1995年第二季度,各地公安机关按照公安部、全国妇联、中央综合治理委员会办公室召开的部分省区市打击拐卖妇女儿童犯罪工作会议要求,相继开展了打击拐卖妇女儿童犯罪专项斗争。这次专项斗争声势大,涉及面广,各地行动迅速,措施得力,有力遏制了拐卖妇女儿童犯罪活动,收到了良好的社会效果。第二季度的专项斗争中,各地公安机关共破获拐卖人口案件5968起,抓获人贩子7366名,查获拐卖人口犯罪团伙1260个、成员3873名,解救被拐卖妇女儿童6890名。各地公安机关在专项斗争行动开始前,依靠基层党政组织,与妇联等部门密切配合,采取分组包片、责任到人等方法,深入重点乡镇村组,开展深入细致的调查摸底工作,从而确保专项斗争打有目标,救有对象。在调查摸底的基础上,陕西、山西、湖南、湖北、福建、贵州、山东、河南、江苏、云南、甘肃、浙江、安徽等省区研究制订了统一行动方案,对工作重点、行动时间、步骤、方法、组织领导、目标要求都做了具体规定,任务明确,可操作性强。陕西、甘肃、云南、湖北等省还在行动前组织赴外省工作组民警和党政干部进行了法律、政策培训。
