陕西省十二届人大常委会第三次会议近日审议了《陕西省城市公共空间管理条例(草案)》(以下简称《条例(草案)》)。这在全国涉及城市公共空间的立法中尚属首创。《条例(草案)》在总则部分界定了公共空间的概念,共分两个部分,地上公共空间和地下公共空间。地上公共空间主要包括街道、公园、广场、绿地、公共停车场、交通换乘站、城市滨水等空间。
The Third Session of the 12th NPC Standing Committee of Shaanxi Province recently reviewed the “Administrative Regulations on Urban Public Spaces in Shaanxi Province (Draft)” (the “Regulations (Draft)” for short). This is the first nationwide legislation that deals with urban public spaces. “Regulations (Draft)” in the general part of the definition of the concept of public space, is divided into two parts, aboveground public space and underground public space. Aboveground public space mainly includes streets, parks, squares, green spaces, public parking lots, traffic transfer stations and urban waterfront spaces.
