各位代表:中国科协五届二十次、二十一次常委会议和五届六次全委会议审议了《中国科学技术协会章程(以下简称《章程》)》(修改草案),同意提交中国科协第六次全国代表大会审议。现将修改情况报告如下,请各位代表审议。一、修改《章程》的必要性党的十五大以来,国内外形势发生了深刻的变化,我国经济、科技体制改革深入发展,社会主义市场经济体制不断完善,党和国家实施科教兴国、可持续发展等一系列重大战略,科协的各项工作和事业取得了新的进展。为了适应新的形势,在新的发展阶段更好地履行中国科协的职责,需要对现行《章程》进行必要的修改、补充和完善。二、《章程》修改的过程在中国科协常委会领导下,2000年9月,《章程》修改工作小组向中国科协第五届全国委员会委员,各全国性学会、协会、研究会,各省、自治区、直辖市科协,新疆生产建设兵团科协,副省级城市科协,各省会城市科协,中国科协离退休老同志、机关各部门和直属单位,书面征求对《章程》的修改意见和建议。根据各方面反馈的意见,在原有《章程》的基础上,修改出征求意见稿。为进一步听取对《章程》修改的意见,今年1月到3月,先后召开了中国科协机关各部门、直属单位负
