选挥一个水利枢纽的正常高水位,应该从这枢纽所将承担的任务着手分析。三峡水利枢纽所将承担的主要任务有防洪、发电、航运、引水等。笔者只拟从自己所接触到的专业范围——水文水利计算,提出一些不成熟的看法。在全国大跃进的形势下,现拟的长江上游干支流水库梯级可望在三峡投入运转后不久全部或大部建成,因此三峡水库初期运转的情况(上游干支流水库建成较少的情况)不会维持很长,其指标对正常高水位的选择不起决定性的作用。故本文只拟就三峡后期运转情况加以论述。
