一、背景介绍在高速发展的今天,为了缩短产品开发周期、加快新产品推向市场,企业通常与各部门实行并行工程,与下游供应商实行联合开发,或者按买方要求由供应商自主研发。现在供应商早期参与产品开发与设计已经非常普遍,因为这样可以减少设计变更、缩短产品开发周期、利用供应商的能力、减少设计缺陷、增进彼此信任、有利于建立长期合作关系,正因为如此,很多买方在新产品开发时期,常常邀请供应商一起开发。为了节约时间与资源,不可能邀请很多供应商共同开发,一般会选择一两家供应商开发,因此这种模式往往会导致参加的供应商单一。作为企业的采购部门,面对着单一的供应商,传统的竞标或电子竞价模式难以应用于采购成本

Because of this, Many buyers often invite suppliers to develop together during the development of new products. In order to save time and resources, it is impossible to invite many suppliers to jointly develop. Usually, one or two suppliers will choose to develop. Therefore, this model often leads to a single supplier participating. As a purchasing department of a company, in the face of a single supplier, the traditional bidding or electronic bidding model is difficult to apply to procurement costs.
