我国的经济体制改革已经走过了十年的历程,增强企业活力始终是改革的中心环节。十年中,国家对全民所有制企业管理方式的改革迈出了三大步:放权让利扩大企业自主权;实行利改税;推行承包经营责任制,从而逐步增强了企业活力。 但是从企业改革的历程中反思,国家对全民所有制企业的管理改革仍限于表层利益的结算和一些“松绑”措施,并没有完全撤去“绑绳”,使企业很难在商品经济的海洋中自由地驰骋。
China’s economic system reform has gone through a decade of history. Enhancing the vitality of enterprises has always been a central link in the reform.
