自执行中央「关于在全党建立对人民群众宣传纲的决定」发布以来,中南区的宣传纲已初具规模,截至三月底止,宣传员已有四万六千余人,其中有党员八千二百余人,团员一万三千余人,合占总数百分之四十八;并在进行抗美援朝、土地改革、经济建设等工作中,起了显著的作用。目前的主要的问题是发展极不平衡和如何巩固的问题。河南一省即有宣传员二万三千余人,占中南全区半数,河南许昌一个专区有宣传员一万二千余人,又占河南全省半数。江西有宣传员四千四百余人,而湖南只有二千余人。大多数报告员和宣传员虽已建立,但缺乏经常的工作计划和领导制度
