国家地震局于1985年11月25日至30日在福建省泉州市召开了全国群测群防地震会议。有26个单位的领导和代表共98人参加了会议。1.本文首先介绍了这次会议概况。会议着重交流和总结了简易观测手段的清理结果;总结了地震科普知识宣传、地震对策和在改革中地方地震台、企业地震台技术管理方面的经验;讨论和研究了当前群测群防地震工作的内容以及方向和任务。会议开得生动活泼,达到了明确今后方向和振奋精神的预期目的。2.节录了国家地震局副局长林庭煌在会上作的题为《努力提高科学水平,争取更大的社会经济效益》的报告,报告分三个部分:①坚持科技体制改革方针扎扎实实继续前进;②发扬群测群防特点深入发展专群结合;③继续提高科学水平迎接新的历史任务。3.概括报道了厦门会议以来,我国群测群防地震工作通过调整、整顿、精简、清理所取得的主要进展,包括:①认识上有突破;②实现观测手段的转移,突出了优势手段;③动物观测有创新;④提高了管理水平;⑤人员结构和知识结构有了明显变化;⑥加强了领导班子的建设。4.节录了国家地震局科技监测司司长陈鑫连的大会总结讲话,包括三个方面:①关于简易观测手段清理工作的评价;②关于群测群防和地方地震工作的任务;③关于今明两年需要做的工作。5.介绍了全国地震科普作品评比结果概况。据统计共有31个单位申报了134项作品参加评比,结果评选出特等奖2项、一等奖3项、二等奖7项、三等奖20项和纪念奖25项。在这次会议上宣告了评比结果,并向获得特等和一、二、三等奖的作品颁发了奖励证书和奖金;向获得纪念奖的作品发了纪念证书和奖品。本文之后还附了评比获奖名单。
