Despite the efforts of the EU and some member states, the research in Europe is still not systematic enough compared with the systematic management of lignocellulosic bioethanol RD & D (research and development and demonstration) by the United States. In most European countries, due to the potential competition from several ways of using wood fiber, sustainable lignocellulosic resources can not be widely used in biomass ethanol production in the future. The actual use of ethanol for lignocellulosic biomass in Europe, on the one hand, is determined by the opportunity cost of biomass, and on the other by the prices of ethanol and gasoline. The article introduced the production status and technical progress of biomass ethanol in Europe at the same time, also described the relevant policy measures. The study found that, especially in Europe, where long-term fueling is less secure, policies should be more explicit on high-value lignocellulosic biomass ethanol than traditional ethanol and gasoline.
