群众观,或者叫群众路线,是对领导干部最起码的素质要求。这个观点绝不是一个新观点,但在每一个历史时期、每一个发展阶段都有着不同的内涵。对于每一个领导干部来讲,它是能否充分发挥好领导作用,受到群众欢迎和爱戴的至关重要的因素。我对群众路线有这样几点认识: 从“裁判”的角度去尊重群众。我们的政策是否合民意,我们的干部是否尽职责,群众心里最清楚,群众最有发言权。干部的考核和任免是干部、组织
The mass view, or mass line, is the minimum quality requirement for leading cadres. This view is by no means a new one. However, in each historical period, each stage of development has a different meaning. For each leading cadre, it is a crucial factor that can give full play to its leading role and be welcomed and loved by the masses. My understanding of the mass line is as follows: Respect the masses from the perspective of “referees”. Whether our policies are in line with public opinion, whether our cadres perform their duties, the masses know best that the masses have the right to speak the most. The assessment and appointment and removal of cadres are cadres and organizations
