随着宁夏经济不断发展,改革不断深化,影响社会治安稳定的各种因素急剧增多,刑事犯罪活动也不断加剧。从宁夏治安状况看,犯罪活动的主要特点是:□刑事案件继续呈上升之势,大案比例失重我们面临的现实是,社会治安管理工作滞后于经济的发展,加之诸多因素的影响,社会治安控制的空位死角多,失控面大,使刑事犯罪活动在这一时期比较猖獗,连续几年呈上升趋势。1992年至1994年,宁夏刑事案件年平均增加22.5%。过去多年来全区刑事大案在全部刑案中所占比重从未超过30%,而自1994年以来,重大案件已占全部案件的40%左右。这种大案比例失重的状况,应引起刑侦部门乃至各级公安机关领导同志的注意。□侵财罪案比重大,人民群众安全感下降宁夏侵财案件已占到全部刑事案件的84.5%,其中重大刑事案件中侵财案件占80.2%。近几年,5000元以上的高额侵财案件以年平均56%的速度增长。与此同时,宁夏吸贩毒、走私、诈骗、绑架、敲诈勒索、劫杀出租车司机几类与财产有关的罪案经常发生,亦呈发展之势。这类案件人民群众受害面大,影响面广,给社会安全造成严重威胁。预测今后几年侵财案件仍会保持居高不下的态势。□暴力案件手段凶残,方法隐蔽,犯罪升级 1990年以来,宁夏暴力案件以年平均12.7%的速度增长,其中突出的是爆
