(三) 下一步,是人事管理制度的改革。青岛市从1993年开始,相继制定了城镇幼儿园园长和教师资格审定制度,以规范对教师的管理。目前,已有500余名园长获得了《城镇园长任职资格证》,同时,一批不合格园长被主办单位辞退或重新安排工作。对于农村幼儿教师的管理,青岛市也已走上了规范化的道路。农村幼儿教师必须持“资格证”上岗,由各市(县)、区教委人事部门
