自1988年组织实施火炬计划以来,在科技部和山东省委、省政府的领导下,我省从山东实际出发,把握机遇,开拓进取,坚持以“三个代表”重要思想为指导,把发展高新技术产业作为促进经济发展,提高经济增长质量和效益的突出战略措施,进一步增强紧迫感、危机感和责任感,加大工作力度,与时俱进,开拓创新,努力实现高新技术产业的跨越式发展,为山东经济社会的发展提供了强大动力。
